Features to check
I can:
- Register EMERGENCY and OUTPATIENT legal entity types. Update and Get.
- Register LICENSED_UNIT division type for OUTPATIENT and EMERGENCY legal entity only. Update and Get.
- Register LICENSED_UNIT division with RECEPTION address type in OUTPATIENT legal entity.
- Register OWNER, HR, ASSISTANT (with assistant block), SPECIALIST (with specialist block), ADMIN, RECEPTIONIST employees in EMERGENCY and OUTPATIENT legal entity.
- Register healthcare service for any legal entity type.
- Register employee role.
- Set license status for healthcare service via DLS db.
- Register employee request w/o division id.
- Check replication to report DB
- Check Digital Sign works
- Check UI works (authorize scopes page, e.t.c.)
- Receive authentication method with masked phone on "Get Declaration by ID" response.
- Obtain report about number of encounters in legal entities (encounters report).
- Create contract request with payer account in IBAN format.
- Search legal entities by residence settlement_id with "Get Legal Entities v2" api.

I can't:

- Register LICENSED_UNIT division with RECEPTION address type in EMERGENCY legal entity.
- Create related EMERGENCY legal entity.
- Create employee request with locations property.
- Register INPATIENT and OUTPATIENT division types for OUTPATIENT legal entity.
- Update person by id in Create declaration request
- Don't validate tax_id with birth date and gender
- Don't validate my auth phone with phone of confidant
- When I create decl request and I am in mpi - Error Update person
- Search by new logic ( Search for a person v3)
