Verify the validity of access token
Check user scopes in order to perform this action
Update legal_entity parameter mis_verified on 'VERIFIED'
Available transition: NOT_VERIFIED → VERIFIED
If legal_entity was previously verified, return Error 409
In successful case, return details by legal_entity
