DEPRECATED - IL.Verify Legal Entity by MIS

This process is designed to verify legal_entity by MIS, if at creation the legal_entity was not in the ukr_med_registry

1. Verify the validity of access token

2. Check user scopes in order to perform this action

3. Update legal_entity parameter mis_verified on 'VERIFIED'

Available transition: NOT_VERIFIED → VERIFIED

• If legal_entity was previously verified, return Error 409

• In successful case, return details by legal_entity
