Validations

System uses national FHIR profiles for restricting and extending base FHIR resources.
all national profiles are defined under "http://ehealth.ua/fhir/StructureDefinition/" base URI (same "http://ehealth.ua/fhir/" base is used for value sets, coding systems, etc.)
For the Logical references the following values for the system URI will be used:

System	Reference target
https://ehealth.ua/MPI	Patient, a record in MPI
https://ehealth.ua/Employees	Practitioner, a record in Employees table
