Fix:

• Capitation Contract Request autotermination changed from 5 to 10 days

• Change Contract start_date/end_date validation. Max period from start to end is 365 + 1 days for new contract is set, for prolongation of the contract end_date = previous_end_date + 3 month.

Improvment:

• Made rpc response unification into one format (paginated), because rpc can return results in different formats from the same query. Correct on MPI and corresponding call handling on IL.
